defeating the purpose

What is the point in holding an investigation into an incident if the parties involved are going to be the ones doing the investigation? Of course the U.S. Military is going to find itself not responsible for the shooting death of an Italian soldier and the wounding of a journalist. That’s like accusing a company of fraud and then letting them audit their own books. There should have been an independent council made up of people from other countries to examine the evidence and determine if there was any wrongdoing. But of course, that would never happen because then someone might turn up evidence that the U.S. did something that they shouldn’t have. Can’t allow that to come to light.
